This is a new name for a cultivar that has been around a long time. previously known as 'Shishio improved' or 'Chishio improved' those cultivar manes are illegitimate because cultivar names are not allowed to mix languages. The new name translates to New Chishio. The bright red color of new leaves in spring will rival any plant in the garden. As summer comes on the red leaves fade to green before turning red or orange in fall.
